Tom Cotton Blasts House Republican Plan To Replace Obamacare

Tom Cotton (R) skewered his party for its three-step proposal to repeal and replace the Affordable Care Act on Tuesday, calling such aspirations "mythical" and their chances of success nonexistent.

However, Cotton cautioned that the second step will be challenged in court and "perhaps the whims of the most liberal judge in America".

"If we had those Democratic votes, we wouldn't need three steps". "Well if we had Democratic support we wouldn't need Phase 2 and Phase 3, we would just be passing a bill right now with Democrats and more than 60 votes".


Cotton has previously criticized the AHCA because of its proposed adjustments to the ACA's Medicaid expansion, for which Arkansas accepted funding, saying the House GOP should "pause" and "start over" on the healthcare plan. "I appreciate the bipartisan and near unanimous support that this bill received in both the House and the Senate".

"I anticipate there probably would be agreement on the bill but again, I can't be 100 percent on it", says Sen.

Cotton said he doesn't want to see the House majority "put at risk on a bill that is not going to pass the Senate".


"This is a critically important piece of legislation that will protect and comfort families who seek privacy when they lose a loved one", said Rep. Tipton.

"All that said, I think the Congressional Budget Office is directionally correct", Cotton said. "However, I suspect that the political consequences of those near-term changes means that the long term will never actually arrive".

"That's why I think we should take a pause, try to solve as numerous problems on both Medicaid and the individual insurance market in this bill in the House and then allow the Senate to take its work up", Cotton said.
