US Congressional Party Leaders Agree on Budget for Current Fiscal Year

Congressional leaders on Sunday night reached a deal to fund the federal government through September, setting Congress up to vote on the legislation this week and avoid a government shutdown.

After President Donald Trump backed down on funding for the construction of a border wall, some additional sticking points remained, including health benefits for coal miners, funding for Puerto Rico and an additional $30 billion for defense, delaying congressional negotiators and causing them to miss their deadline of Friday.

According to the Fox News, the total amount of planned government funding makes $1.07 trillion. "The omnibus does not fund President Trump's immoral and unwise border wall or create a cruel new deportation force", Pelosi said in a statement.

The bill provides $593 billion for defense, giving a almost $20 billion boost over fiscal 2016 funding, aides said.

And instead of $3 billion for border security, which was requested by the Trump administration, the bill includes just half of that - $1.5 billion. CBS News reported earlier this month that negotiators were expected to ignore the $18 billion request, partially because it's so late into the fiscal year. However, the deal does include $1.5 billion more in immigration enforcement, with AV noting that the government "already spends more on immigration enforcement than all other federal law enforcement efforts combined". It also includes a permanent fix to fund coal miners' health care instead of a temporary extension. Democrats are touting that as protecting 99 percent of the EPA budget.


Besides the border wall, negotiators overcame another major obstacle last week when the White House dropped its threat to halt Obamacare payments.

The deal comes after Congress had to pass a one-week stopgap funding measure to avert a government shutdown while leaders from both parties hashed out a final agreement to fund the government through September. If Congress is able to pass the omnibus this week, the next spending showdown is expected this fall, as they'll need to pass a new package by October 1.
