Congress Finishes Spending Bill, Sends Legislation To Trump

Budget analysts have estimated that 24 million could be uninsured by 2026, including 14 million by next year. "And if that comes to a shutdown in September, so be it", he said Sunday on "Face the Nation", when asked about Mr. Trump's threats of a government shutdown in September. "Instead, this bill includes a $2 billion increase for the National Institutes of Health", said a top Democratic negotiator, Sen.

The House overwhelmingly approved a second bill that Republicans wrote to snuff out a glaring political liability. With waivers, insurers could charge people with pre-existing illnesses far higher rates than healthy customers, boost prices for older consumers to whatever they wish and ignore the mandate that they cover specified services like pregnancy care.

The House passed the measure Wednesday on a big bipartisan vote, though 103 conservative Republicans opposed it.

To the delight of Democrats, the bill sidesteps numerous promises made by Republicans in general and Trump in particular. The plan fails to fund numerous things Trump promised while on the campaign trail previous year - most notably, it omits funding for Trump's "big, handsome wall" that would divide the United States from Mexico.

Mr Trump was likely referring to regulatory and other changes the administration can make to the Obama law.

Congress is expected to revisit the President's request for border wall funding this summer when considering the Trump Administration's FY 2018 budget.

Democrats talked up how the deal lacks funding for a wall on the border with Mexico, and pointed out that it does not include much of the massive cuts to domestic programs that Trump wanted.

The CBO's analysis of the original GOP bill concluded that version of the legislation could leave as many as 24 million additional people without health insurance in the next decade while reducing the deficit by $337 billion during the same period.

Senate Minority Leader Charles Schumer, a New York Democrat, speaks with reporters on Capitol Hill in Washington, March 28, 2017.

Upton's conversion was especially significant because he's a respected, centrist voice on health issues and former chairman of the House Energy and Commerce Committee.

The lopsided, 79-18 Senate vote sends the huge bill to the White House in plenty of time to avert a midnight Friday shutdown deadline. Even though each approval fell short of Trump's demands, the president boasted on Tuesday: "This is what winning looks like".
