Health care debate shifting over to Senate

Democrats need to flip 24 seats to win back the House in 2018, and the congressional vote to repeal and replace Obamacare may well have made that a much easier task.

And so while House Republicans marked the moment by hopping on buses to the White House, their counterparts in the Senate warned of a long and windy road that could last anywhere from weeks to months before a vote.

The legislative victory took weeks of negotiations between congressional leaders and the White House.


Just to rub it in, many Democrats on the House floor began singing "Na Na Hey Hey Kiss Him Goodbye" to their colleagues across the aisle after the vote, a moment of schadenfreude hoping for the same fate many of their own suffered after the Affordable Care Act passed in 2010.

Among the lawmakers being targeted by Save My Care's campaign is Tom MacArthur of New Jersey, the moderate Republican who helped revive the bill.

When pressed by Keilar, however, Blackburn was less sure about whether those with pre-existing conditions would see their premiums rise under the new bill.

The second sign that the House Republicans had entirely missed the mark came from Senate Republicans, who treated the House product with disdain, refusing even to consider it seriously. Sen. House Republicans voted to approve the bill before the CBO could conduct a review of the latest version of the bill.

In a tweet on Sunday, Trump said, "Republican Senators will not let the American people down!"

"Virtually every health care analyst that you talk to will tell you that these things just don't work very well", Andy Slavitt, former acting administrator of the Centers for Medicare and Medicaid Services, said during an online discussion this week with Rep. John Yarmuth, D-Ky. If it was hard for Republicans to pass Trumpcare in the House, we have the power to make it even harder for Republican senators.


Republican Sen. Susan Collins of ME, a moderate Republican whose vote will be critical in getting a bill to Trump's desk, voiced concerns about potential higher costs for older people and those with pre-existing conditions.

"At this time, I can not support the AHCA with the MacArthur amendment because I'm concerned that a small percentage of those with preexisting conditions may still not be protected", Colorado Rep. Mike Coffman, who sits in a district Clinton won, said in his statement explaining his decision. Susan Collins, R-Maine, said on ABC's "This Week", adding that the Senate would be "starting from scratch".

Trump also wants a huge military buildup matched by cuts to popular domestic programs and foreign aid accounts. People living with a host of medical conditions are anxious about the future of their coverage if the Republican plan becomes law.

"Make no mistake, this is a repeal and a replace of Obamacare, make no mistake about it", Trump declared.

The GOP health bill would eliminate the fines Obama's law imposed on people who don't buy coverage, and erase tax increases in the Affordable Care Act on higher-earning people and the health industry.

"The bill protects people with pre-existing conditions and gives states greater flexibility to lower premiums and stabilize the insurance market", he said in his statement. Some Senate Republicans, including Rob Portman of Ohio, Shelley Moore Capito of West Virginia, Cory Gardner of Colorado and Lisa Murkowski of Alaska, object to cutting $880 billion from Medicaid. Numerous 31 states that accepted Obama's expansion of that program are led by GOP governors, and senators have no interest in cutting their states' funds and taking coverage away from voters. Collins and Ryan appeared on ABC's "This Week" and Mulvaney appeared on CBS' "Face the Nation".
