WADA fast tracks rules that could bar Russia from Olympics

The board also agreed to go ahead with plans to sanction bodies such as worldwide sports federations or national Olympic committees found to be breaking anti-doping rules in a similar way in which it punishes athletes.

The WADA Independent Commission carried out an investigation of the activities of RUSADA, the All-Russia Athletics Federation (ARAF), the Moscow anti-doping laboratory and the Russian Sports Ministry, and announced the results of the probe on November 9, 2015. Currently, WADA does not have sanctioning power and can only declare different NOCs "non-compliant".

Even then, if approved, the timeline would be tight for the changes to apply to the Pyeongchang Winter Games, which begin on February 8, with rules stipulating a three-month implementation phase.

A report on the reinstatement was delivered by WADA Deputy director general Rob Koehler as the WADA foundation board convened in Montreal Thursday. "We would say you're non-compliant and we advise the International Olympic Committee and others accordingly". "First of all we create a Swiss Foundation and that can be done pretty quickly then you need to put a board in place and once that is done that organization is ready for work".

On Thursday, May 18, 2017, a bit over a year after The New York Times revealed the sordid specifics of a doping scandal that pervaded Russia's Olympic team, the World Anti-Doping Agency's governing board meets.

Other changes being demanded by Wada include drug testers being allowed access to closed cities, where athletes continue to find sanctuary from testing; access to athlete biological passports and the implementation of a conflict of interest policy.

The IOC decision in Rio thrust the fate of Russian athletes into the hands of leaders of the individual sports federations, which allowed 271 of them to participate.

Under the proposed rule changes the International Olympic Committee would be unable to throw Russian Federation a life line like it did in Rio.
