U.S. slaps dumping duties on Canadian wood, Ottawa vows to fight

"This latest action by the Commerce Department to impose anti-dumping duties of up to more than 7% on Canadian lumber shipments into the U.S.is basically another tax on American home builders and home buyers that will jeopardize affordable housing in America".

Ms. Yurkovich said it is too early to detail which B.C. sawmills might be affected, and among those that would be hurt the most, it is hard to forecast potential job losses.

"These duties result from the trade action which is part of the continued attempt by the protectionist USA lumber lobby to constrain imports of high-quality Canadian lumber into the US market and to drive up prices for their benefit", said Susan Yurkovich, president of the BC Lumber Trade Council, in a statement.

"If they cut back on their shipments to the US, people are going to want to pay for that better product, and I think that's going to affect pricing across the board", Klingbeil says.


The duties, which will range from 4.59 to 7.72 percent, are being applied to Canfor, Resolute, Tolko and West Fraser.

"The instability that is being created right now in the province is not healthy for our industry", B.C. Forests and Lands Minister John Rustad said during a conference call on Monday. Final rates have tended to be lower than preliminary rates. "The duties are a direct result of the actions taken by the protectionist US lumber lobby whose sole objective is to create artificial constraints on Canadian lumber to drive up prices for their benefit at the expense of American consumers", Susan Yurkovich told Canadian media during a teleconference call.

"The U.S. relies on Canada for approximately one-third of its lumber needs because of the limited domestic timber supply available for harvesting".


"We don't believe any duties are appropriate", said Susan Yurkovich, president of the BC Lumber Trade Council, which represents lumber producers in British Columbia, where half of Canadian softwood exports to the U.S come from.

Canadian and U.S. officials are "going to be working throughout the summer as we hope to come to agreements on a number of files that are outstanding, including the softwood lumber file", he said. U.S. Customs and Border Protection will continue to collect duties on products from the aforementioned provinces until a final determination on both duties is made in September.

After the countervailing duties were announced, Resolute said it would cut shifts at seven sawmills and delay the start of forest operations that will affect 1,282 workers.
