Tillerson: US wants North Korea dialogue 'at some point'

Tillerson said the US Congress decision to pass the sanctions bill had made attempts to thaw ties "more hard", but that "all the indications are" that Trump will sign it.

The bill, which was approved overwhelmingly in both chambers, allows Congress to block any attempt to ease or end penalties against the Kremlin and imposes new sanctions in response to Russia's meddling in the 2016 election.

Washington is ready to discuss with Moscow the sequence of steps necessary to overcome the conflict in Syria, US Secretary of State Rex Tillerson said.

Secretary of State Rex Tillerson surprised reporters at the State Department Tuesday by joining their daily briefing for the first time, laying out his vision for USA foreign policy for North Korea, Venezuela, China, the Middle East, Russia and Ukraine, among other hot spots. If Trump were to veto the bill, Congress would nearly surely override his veto.

When Trump signed the bill on Wednesday, he said it was "seriously flawed" because "it encroaches on the executive branch's authority to negotiate" and "strike good deals for the American people".

"Neither the president nor I are very happy about that", Secretary of State Rex Tillerson said Tuesday of the sanctions bill, which he had urged lawmakers not to approve. "We have clearly made it clear that we believe that these actions do not contribute to the success of our efforts to normalize Russian-American relations, but that was the decision of the legislators, and they adopted it with a huge majority".

Vice President Mike Pence sounded a distinctly different note about the sanctions bill Tuesday, when he was in the former Soviet republic of Georgia, seeking to reassure Russia's neighbors, who are anxious about Moscow's expansionist policies.


"We do not seek an accelerated reunification of the peninsula", Tillerson said.

Hammond, who serves as Tillerson's spokesman and on the department's policy planning staff, has said the unit hadn't explained how $60 million, which will expire next month, of the earmarked funds would be spent, but the former State Department official denied that was the case. He added that he plans to hold a private meeting with the Minister of foreign Affairs of Russia Sergey Lavrov in the capital of the Philippines.

"The president and our Congress are unified in our message to Russian Federation: a better relationship, the lifting of sanctions will require Russian Federation to reverse the actions that caused the sanctions to be imposed in the first place", Pence said.
