Turkey, Qatar start joint military exercise amid diplomatic crisis

The cost of the potential Neymar transfer "sends a very strong signal to the sporting world and a very strong signal of defiance towards the UAE and Saudi Arabia", he added.

Commenting on the news that Rex Tillerson, US secretary of state, was sending two envoys to the region to end the crisis in the Arab Gulf region, Mohammed bin Abdulrahman said Qatar welcomes the US efforts, calling it an "important" step towards resolving the impasse in the region.

"We've given sufficient time to hear the legal explanations on how these measures are in compliance with their commitments, to no satisfactory result", Ali Alwaleed Al Thani, the director of Qatar's WTO office, told the Reuters news agency on Monday.

The list includes the closure of Qatari broadcast giant Al-Jazeera, which the bloc accuses of hate speech and encouraging extremism over its airing of the tapes of Al-Qaeda leader Osama bin Laden, killed in a United States operation in 2011.

The WTO suit does not include Egypt, the fourth country involved in the boycott.

Reacting to the visible isolation, Qatar's Foreign Ministry expressed deep regret over the decision of Saudi Arabia, Bahrain, the United Arab Emirates' and Egypt to break diplomatic ties with it. The boycott has dramatically driven up costs to import food, medicine and likely even building materials that Qatar needs for extensive infrastructure projects.

The anti-terror quartet countries have previously told the WTO they would cite national security to justify their actions against Qatar, using an the nearly unprecedented exemption allowed under the WTO rules.

There was no immediate reaction from the three countries to Qatar's complaint.

Qatar, which has adopted policies that diverge from GCC consensus and sheltered groups banned in some Gulf countries, is again taking a "unique approach" that likely won't be endorsed by its two neighbors leading the boycott - Saudi Arabia and the U.A.E., said Ayed Al-Manna, a Kuwaiti political analyst and newspaper columnist.

"Within a week or so they should have new routes", said the source, who spoke on condition of anonymity because the talks are private. On Sunday, Saudi state news agency SPA cited a statement from the Saudi aviation authority saying they had already agreed to nine emergency air corridors, which were identified under ICAO supervision, and would be open from August 1.
