Diplomatic representatives of 12 countries in the Americas and the Caribbean subscribed a text under the title Declaration of Lima, stating that Venezuela "is no longer a democracy" and the fraudulent National Constituent Assembly imposed by the leadership of chavismo is "illegitimate ".

Zeid warned that "these violations have occurred amid the breakdown of the rule of law in Venezuela, with constant attacks by the Government against the National Assembly and the Attorney-General's Office".

On Tuesday, Venezuela's Supreme Court ordered the arrest and 15-month imprisonment of opposition mayor Ramon Muchacho.


Analysts said discord could be seen in the lower ranks of the security forces.

Opposition parties face a rapidly approaching deadline to decide whether they will take part in regional elections scheduled for December.

The UN report comes days after a controversial new legislature, the Constituent Assembly, took power.

Both the Constituent Assembly and the National Assembly met Tuesday in separate chambers of the legislative palace in the capital, Caracas.

The UN rights office based in Switzerland lamented what it called "widespread and systematic use of excessive force and arbitrary detentions against demonstrators in Venezuela".


The constituent Assembly, which serve for two years, began the household among the critics, dismissing the prosecutor general Luisa Ortega, has become in recent months fierce opponent of the president, and replace it with a true power.

Venezuela has been beset by a wave of anti-government protests since April 1 that have left at least 121 people dead.

Opposition leaders and a growing list of foreign government have refused to recognize the new assembly.

The U.S. Treasury Department slapped sanctions against 13 Venezuelan government officials.

It was recently suspended from South America's Mercosur trade bloc and the Trump administration sanctioned several top officials including Maduro.
