USA urges China, Russia to act after N. Korea missile launch

U.S. Secretary of State Rex Tillerson acknowledged Thursday that it will be hard to enforce an oil embargo on North Korea unless China cooperates.

Tillerson recalled the preamble of the agreement, which expected the deal "will positively contribute to regional and worldwide peace and security", and contrasted it with the regime's continued malign activity in the region.

In response, the U.N. Security Council on Monday again voted unanimously on a us -led resolution imposing a new round of sanctions on Pyongyang, banning textile exports and capping fuel supplies. "We hope China will not reject that".

The aim is to pressure the regime of Kim Jong Un and deprive it of hard currencies needed to develop nuclear weapons and ballistic missiles.


'They also discussed North Korea and its continuing destabilising activities. It wants the U.S.to restart long-stalled negotiations with North Korea.

The officials will also discuss the response to Hurricane Irma that has caused havoc in the southeastern United States and the Caribbean.

And expect the situation in Libya to come up during talks with representatives from the U.N., Italy, Egypt and the United Arab Emirates.

Libya fell into chaos following the 2011 NATO-backed uprising that toppled Moammar Gadhafi.


Johnson, who visited Libya last month, said peace in Libya is "wholly achievable" and elections could be held next year, but a constitution needs to be put in place first.

Britain said the Libya talks would focus on "how to break the political deadlock" and build support for the U.N.'s efforts. Helping to bring stability to Libya is a vital part of United Kingdom efforts to tackle the threat from terrorism and the issue of illegal migration, which exist in close proximity to Europe. He said the USA does not want to see Libya become a safe haven for additional terrorist organizations including the Islamic State group.

"I share that view", Tillerson said in London during a joint press conference with British Foreign Secretary Boris Johnson.
